Permit read operations when the node is in a non-operational component.

When a Cluster Node starts, it begins as a non-operational component. As it establishes network connectivity with other nodes, it grows this component. The nodes do not become operational until they find the Primary Component.
This system variable configures how the Cluster Node handles read operations when it is not part of the Primary Component. When set to
OFF, read operations return an error. When set to
ON, the node executes read operations against its local database. This ensures that the node can still handle reads, but it also means that the node may return data that is inconsistent with the cluster.
