Overview
Reforms the cluster and triggers a group change to apply changes made by previous ALTER CLUSTER statements.

ALTER CLUSTER REFORM
Certain operations that modify the cluster, such as ALTER CLUSTER SOFTFAIL or ALTER CLUSTER ZONE statements, modify the cluster, but do not take affect until you reform the cluster. Issue an ALTER CLUSTER REFORM statement after these to start a group change to modify the Xpand cluster.
