What do you mean with the versioned compatibility? The ELF-object versioning?

To the second question, releases of server and client won't be synchronized, but new protocol-related features will likely be implemented.

What I meant is that even though you indicate that the Client library is compatible with MySQL 5.5, you don't say what version of MariaDB it is compatible with, which would be useful.

to all versions. The changes in network protocol have been minimal for a long time, since MySQL 4.1
