I finally got this figured out after a day of troubleshooting. I have a new LEMP stack with Debian 10.
The location for the MariaDB file for me was located here: /etc/mysql/mariadb.conf.d/50-server.cnf
Hope this saves other people a day of troubleshooting. :)
