It says the OR REPLACE clause is a short-hand for DROP FUNCTION ... CREATE FUNCTION ..., but in addition to being shorter, OR REPLACE has another advantage, namely that it doesn't revoke any grants on the function. If you DROP a function, it will automatically revoke the grants on it.
