Apparently this storage engine does not store CSV in a standards compliant way.
There is a feature on Percona Server that explicitly sets a variable that will enable the csv storage engine to work in a standards compliant way... but I see no equivalent on MariaDB.

Therefore it is reasonale to assume that this is not standards compliant and will handle commas and quotes in the data incorrectly (when used directly by another program).
This makes using this storage engine as a method for exporting CSV files non-workable.
From MariaDB 10.1.8, there will be an option to enable IETF-compatible parsing of embedded quote and comma characters, which takes care of the issue described.
I don't know if it has the same issue, but you might want to have a look at the CONNECT storage engine, which has a CSV type, and is being actively developed.
