The https:github.com/MariaDB/server/commits/bb-10.3-release release is being prepared. I don't know the details of the release date or the security vulnerability you mention. Release https:mariadb.com/kb/en/resources/#mariadb-announcements-list will occur.

MariaDB Corporation subscription customers also receive eMail notifications (Security alerts, new releases, ...)
