It looks like there is currently no raring (Ubuntu 13.04) mariadb-galera-server package, so trying to install galera with apt will result in:
E: Unable to locate package mariadb-galera-server
Yes, there isn't a mariadb-galera-server package for Raring. I'll add a note to this page.
