There is no simple option to disable this.
Start by removing LIBDL here https://github.com/mariadb-corporation/mariadb-connector-c/blob/3.1/CMakeLists.txt#L228 and then all the dlopen/close references in libmariadb/ma_client_plugin.c.in.
