MariaDB doesn't officially provide packages for POWER. Also, there is no build slave for POWER platform in MariaDB's continuous integration system, https://kb.askmonty.org/en/buildbot/.
However, I don't see any reason why MariaDB should not work on POWER architecture.
When I google for "sibling call optimization does not allow automatic multiple TOCs", I find that this message is a manifestation of a bug in either ld or in gcc.
Did you try re-compiling with a most recent gcc and binutils packages?
