Also, this Knowlegde base here is not the bug tracking. JIRA is.
It's reasonable to ask on the KB, since it may not be obvious its a bug. It's also answered at Installation issues on Windows which is more likely to be found than an issue on JIRA.
If "installer does not work" is not a bug , I don't know what is.
