The problem is Windows 2016 Server. This is already discussed in https://mariadb.com/kb/en/problem-installing-mariadb-mariadb-11-4-0-winx64-on-windows-server-2016/ . 2016 server is missing ICU, and mariadb 11.4 needs ICU. 2016 Server is also out of support, according to MariaDB support policy.
