I've create a .my.cnf and .my.ini file in my profile directory (directory c:\documents and settings\<user>\) with default-character-set=utf8 directive inside, but it's still ignored by the mysql client utility.
Maybe this is a bug and I'll report it. When I used MySQL, I had no issues, so I guess this is MariaDB related.
