CentOS 7's MariaDB 10.2.21 default setup rpm has the wrong path to the timezone files set up in it's default configuration.

mysql_tzinfo_to_sql /usr/share/zoneinfo/right |mysql -u root mysql -p

fixed this issue and the apps that depend on MySQL for timezone info started displaying the timezone we're in, instead of UTC.
