Comments - mysql.innodb_index_stats

I tried manual updating of mysql.innodb_table_stats and mysql.innodb_index_stats and then flushed these two tables along with the tables that I was testing persistent stats but it does not work. The queries do not choose the correct index plan and continues to use index plan that does not reflect the index cardinalities in innodb_index_stats. Could this be a bug or am I missing some other configuration setting that needs to be set.?
