You don't specify how you are importing, or which version.

mysql < sakila-schema.sql

works fine when I try import it on MariaDB 10.6.4.

The "Foreign key constraint is incorrectly formed" error is there because in the original sql file, foreign_key_checks is set to 0 (default 1), while presumably you don't do this when running the queries individually, so the foreign key check fails. Run the statements in the same order as they are in the file, in the same session.

I use the manual import function to upload the zip file.
