The end part of this log looks like the IBM Cloud isn't provisioning the storage (data) in sufficient time. Can you check this volume exists correctly? If you're quite confident this is correct, try to contact the IBM Cloud support. I'm sorry, I'm not enough of an expert in this area.

The PV and PVC do get created and bound. I terminated the pod thinking it would notice it the second time, but it give me the same error. The po keeps trying so I don't know if it's the timing issue. Maybe a permissions issue. I don't know how to add formatted code here.
