No, though there is a feature request for this that's been open for a while - see MDEV-6889. You can vote or comment on the request.

I would like to develop the DBF Memo datatype feature for mariaDB storage engine.

Can you give to me some information to speak to the DBF storage engine developers ?

I suggest taking a look at Contributing to the MariaDB Project and joining the mailing lists/IRC. You probably want to talk to Olivier Bertrand, who develops the CONNECT storage engine.
