The completed warning in the title is "...[an]d an authentication plugin specified. The password will be ignored."
A restart could be failing, but you'd need to look at systemctl status mariadb.service to be sure.
If the StartPre stage if failing on Debian/Ubuntu, it can be skipped.

i am trying to start mariadb with an new user and password. Is it possible I can not use root or the root user to start the mariadb service?
