IIRC, the RPM packages don't prompt you to update or change the MariaDB/MySQL root user password during installs and upgrades.

The DEB packages do, but the DEB packages also have a special database upgrade user that is created during the initial install for doing just this sort of thing (changing the MariaDB root user password).
