mariadb upgrade versions differ after upgrading

previous 10.6.8 just instlaled 10.6.9 on running mysql_update This installation of MariaDB is already upgraded to 10.6.8-MariaDB. There is no need to run mysql_upgrade again for 10.6.9-MariaDB.

Now I stopped, used the install manifest cmake crap way of manually removing everything (really, jeez this is 2022) before running make install and then upgrade. but it says this everytime on recent updates in 10.6 line at least, something somewhere is not updating something and cmake is not adding it to its very long text file.

I'm not sure this a bug so asking here, What is missing?
