Hi, follow the Upgrading Between Major MariaDB Versions documentation.

After your clean shutdown, change to a RHEL7, 10.6 repository and yum install mariadb-server-10.6

Is there a detailed step on it? and is it safe to upgrade directly from 10.3 to 10.6?
