I have encountered something similar when I was upgrading from MySQL 5.5 to 5.7. Both were demanding the same port, and so only one could run until I changed the port in the settings. Also, check your data directory. You should have an https://www.buyassignmentservice.com error file in there, typically with the extension .err. It sounds like you are on Windows.
